This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM). The primary purpose of this position is to analyze and evaluate current strategic-level policies, processes, resources, and technologies; review, study, and interpret Congressional legislation to ensure program compliance. Non-BU: This is a non-bargaining unit position.

Duties

As a Program Specialist (Scheduler/Analyst), GS-0301-14, your typical work assignments may include: Serves as a Program Specialist (Scheduler/Analyst) with responsibility for development and integration of a cohesive, forward-looking program of business process; this includes analysis and evaluation of current strategic-level policies, processes, resources, cybersecurity framework and technologies and the development analysis and testing of improvements that support MGMT and OBIM requirements. Responsible for designing, developing, and maintaining detailed resource-loaded schedules for implementation of developmental and operational systems. Maintains status on linkages and dependencies with related projects. Expedites operations that delay schedules and alters schedules to meet unforeseen conditions and Prepares production reports. Coordinates the implementation of MS Project Server and provides subject matter expertise, training, and support to enhance schedule performance across the organization; directs the development of project schedules to track and monitor project technical status. Leads the implementation of and provides subject matter expert analysis and guidance regarding best practices for the Program Work Breakdown Structure and PWBS dictionary. Qualifications

Specialized Experience You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent private/public sector service. For this position, specialized experience is defined as: Responsible for designing, developing, and maintaining detailed resource-loaded schedules for implementation of developmental and operational systems. Develops and or modifies project schedules and manages the integration of multiple project schedules into an overall Integrated Master Schedule. Coordinates the implementation of MS Project Server and provides subject matter expertise, training, and support to enhance schedule performance across the organization. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
