This position serves as the Physical Security Specialist for the Sierra Nevada VA Health Care system, which includes the Reno Nevada Veterans Affairs Medical Center as well as: outpatient clinics in the local Reno area, Auburn, CA CBOC, Susanville, CA CBOC, Gardnerville, NV CBOC and the Fallon, NV CBOC, and any other facilities owned, leased or otherwise under the control of the Department of Veterans Affairs and specifically affiliated with the Sierra Nevada VA Health Care.

Duties

This position is located in the Police Service of the VA Medical Center in. The mission of the Physical Security Specialist (Non-Uniformed) is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization. DUTIES WILL INCLUDE BUT ARE NOT LIMITED TO: Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft; Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented; Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements; Collects information and preparing reports on the facility's compliance with VA operations and regulations; Conducts system audits and evaluates reports of alleged security violations; Establishes, develops, and maintains effective working relationships with other staff offices; Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedure, and resolve problems that arise; Participates on special projects and initiatives, and performing special ad hoc assignments; Attends security meetings to gather and share new/changed security program information with security personnel; Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages; Ensures physical security surveys are followed up promptly; Performs related duties as required. Work Schedule: Monday-Friday 8:00am-4:30pm, shifts may vary according to service needs Position Description Title/PD#: Physical Security Specialist/PD99826S Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, and reaching, lifting, crawling or similar activities. The incumbent engages in such exertions when pursuing suspects or participating in weapons or other training activities, climbing stairs or walking patrols in and around the medical center. May require regular lifting and carrying object 50 pounds or less. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend and detain uncooperative suspects. The incumbent may be required to work uncommon tours of duty or perform outdoors in inclement weather. The incumbent is subject to random drug testing. The incumbent must be able to drive and maintain a valid driver's license.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert level of knowledge of physical security concepts, principles and practices in analyzing and resolving difficult and complex security problems; reviewing and interpreting policies and plans, recommending installation of multi-layered security systems involving physical access controls, physical protection devices, monitoring equipment, security forces, remote alarm equipment; knowledge of wide and varied means of physical security equipment and devices; developing guidance for protective procedures, techniques, equipment and methods; inspecting physical security equipment for adequacy, efficiency and need for improvement; expertise in interpreting policy, developing local policy and implementing instructions, providing interpretations and guidance regarding physical security programs/equipment; diagnosing system failures to identify problems and perform necessary modifications/repairs; knowledge of and skill in applying principals of mechanics, electronics and electronic components. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education.
