You will serve as a ENGINEERING TECHNICIAN (ELECTRICAL) in the PUBLIC WORKS DEPARTMENT of NAVFAC NORTHWEST.

Duties

You will provide variety of duties primarily electrical in nature required to develop and award Facility Service and Construction Contracts, modifications, and task orders. You will function as the Project Manager, Performance Assessment Representative and Accountable Official/Representative of the Contracting Officer for Facility Service and Construction Contracts. You will provide cradle-to-grave management of construction contract actions. You will develop and write Performance Assessment Plans and Functional Assessment plans for assessment of contracts. You will advise on electrical maintenance and repair matters, such as applying knowledge of applicable codes, regulations, troubleshooting, and maintenance practices to determine the best remedy for difficult and complex problems. You will prepare and present technical briefings, provides technical consultations, point papers and special reports to higher authorities.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing electrical engineering support, facility support, and electrical projects including; lighting, fire alarm, distribution equipment, transformers, raceways, duct banks, and electrical facility and utility infrastructure; 2) Performing technical evaluations of contractor proposals; 3) Conducting inspections to determine contractual compliance, acceptable work practices and code compliance; and 4) Performing electrical maintenance and repairs by using applicable codes, regulations, troubleshooting skills and maintenance practices to determine the best remedy for difficult and complex problems. **NOTE** This information must be clearly supported in your resume.
