This position is located at the Chillicothe, Ohio VA Medical Center located within the Chief of Staff Service Line. The Supervisory Health System Specialist - Group Practice Manager position involves overseeing and administratively managing ambulatory care services within the Medical Center and its Community Based Outpatient Clinics. The primary focus is on ensuring access to care for Veterans.

Duties

Duties and responsibilities include but are not limited to: Work with local personnel to integrate data analytics and measures with continuous process improvement. Develop, implement, and monitor a facility level plan for sustainment and continuous improvement. Oversee and monitor consult management issues and provide guidance to clinical leads and Administrative Leads when required. Implement administrative policies and agreed upon process improvement strategies. Work with Logistics and Resource Management offices to oversee contracting services as they relate to clinic activities. Coordinate ambulatory care medical administration needs of the facility for incorporation into annual budget and operating plans. Advises departments associated with the allocation of fiscal, personnel, equipment, and space resources. Recommends and coordinates with the facility manager on facility improvements including construction, renovation, space utilization and purchase of equipment. Maintains overall programmatic responsibility for the efficient operation of the program. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local GPMs and communication strategies. Performs cost analysis and cost effectiveness studies in order to determine make/buy decisions to address gaps. Implement a local clinic management system based on national requirements Work Schedule: Monday through Friday; 7:30 a.m. to 4:00 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: To qualify for the GS-13 grade level, you must have one (1) full year of specialized experience equivalent to the next lower grade level (GS-12) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained experience in data analytics resulting in informed decision making, problem solving and process improvement. Experience in developing, implementing, and monitoring a facility level program or improvement project; Adept in providing oversight to programs and reporting efficiencies to management; Expertise in consulting to various levels of leadership; Experience effectively collaborating and translating data findings into recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Staff, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
