About the Position: As an HR Specialist (Military), you will be responsible for management of joint, DLIFLC-wide programs, such as the Department of Defense and Army Military Awards and Decorations program, military performance evaluation program, joint officer assignment/utilization program, and sponsorship program. Selection made be made at either the GS-09 target GS-11 level OR GS-11 level.

Duties

Reviews proposed legislation, regulations, and/or other information from higher headquarters to determine potential impact on officer and enlisted assignments critical to Defense Language Institute Foreign Language Center. Maintains database of permanent party military personnel from all services and cross-references information with joint rating scheme, performance evaluation, and military awards programs. Monitors officer strength to ensure initial assignments of all incoming officers and reassignments of officers already assigned are equitable across the command, and to ensure officer professional development needs are met. Monitors, gathers, analyzes, and manages data and prepares reports as required by the Command, such as Monthly Status Report. Responsible for tracking the status of officer and enlisted performance evaluation reports to ensure accurate, correct, and timely submission to higher headquarters. Responsible for tracking the status of award recommendations to ensure accurate, correct, and timely submission. Compiles and monitors statistics on a variety of indicators, such as number of awards given, awards per service unit/organization, and awards given by military grade. Coordinates with the Military Personnel Division for the efficient execution of the Installation Casualty and Memorial Affairs program. Conducts in-depth analyses of joint military requirements, authorizations, and strength within DUFLC.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Resource Management or Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes 1) reviewing and analyzing staff documents related to awards, policies, and procedures; 2) reviewing table of distribution and allowances (TOA); 3) utilizing military automated systems required to successfully analyze, input and report data; 4) understanding of personnel management databases which impact strength; 5) working with the military award program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Business Management and Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
