This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for providing policy and advice to the Combatant Commands (CCMDs) regarding military and civilian personnel policies; deployment issues and joint doctrine, service policy needs, and CCMD operations.

Duties

As a Supervisory Program Analyst (Military Personnel Policies and Programs) at the GS-0343-15 some of your typical work assignments may include: Monitors implementation of established policies and programs for operational and readiness impact, providing guidance and assistance, as appropriate. Leads and supervises a team consisting of both civilian and military personnel who advise the Chairman and Joint Staff on those military programs and policies. Represents the Division Chief (0-6) and Director (0-8) on matters concerning civilian personnel requirements and policies for peacetime and crisis operations, JCS directed exercises, and the myriad personnel support issues related to the uniformed services and CCMDs. Recommends solutions to identified problems either through policy changes or adjustments of resource allocations and prepares implementing correspondence. Provides leadership and direction in the formulation, execution, and management of joint policies governing administration of Military Equal Opportunity (MEO) and cultural diversity programs for the Joint Staff and CCMDs.

  • Must perform occasional travel away from the normal duty station and be willing and able to travel on military and commercial aircraft, vessels, and/or vehicles.
  • Employee must obtain/maintain a Critical Sensitive (Top Secret) security clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 14 grade level in the Federal service: Serving as Joint Staff expert on civilian personnel policy, and military programs and policies Advising on civilian deployment issues during time of crises or hostilities Developing joint doctrine, joint policies and joint procedures for deployment of civilians in support of military operations Reviewing uniform classification and pay policies for application throughout the DoD Conducting in-depth research to compile statistical analysis, prepare narratives reports, charts and graphs to present at high level briefing with a strategic view Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
