Duties

Continued from Summary: and exercising control over nonsupervisory employees assigned to the Readiness and Emergency Management (R&EM) Flight, Civil Engineering Squadron. As the R&EM Flight Chief, plans, organizes, and directs the activities of the flight, ensuring that R&EM responsibilities comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. As the appointed primary Installation Emergency Manager, supports the installation commander by managing and executing the installation's EM program IAW DOD and AF Guidance and at the direction of the installation commander. Serves as Emergency Operations Center (EOC) Manager. Executes the R&EM Flight financial management responsibilities. This position will support the Federal Government's response to efforts to COVID-19.

  • Work may require travel away from the normal duty station on military or commercial aircraft.
  • This position is required to participate in providing continuity for the installation EM missions, which may include primary nuclear airlift (PNAF), depending on location.
  • May be required to work extended hours after normal duty hours or on weekends for exercises or during emergency, disaster, or contingency operations.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW, DoDI 3020-42, Defense Continuity Programs.
  • The duties of this position meet all requirements as a category 4 designation,
  • and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Must be able to obtain and maintain a Secret security clearance.
  • A pre-employment physical is required for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Group Coverage Qualification Standard for Administrative and Management Positions for the GS Emergency Management Series 0089. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-11 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include: 1) Developing goals and objectives that integrate organization and Readiness and Emergency Management (R&EM) objectives. 2) Developing, implementing, and conducting Emergency Management and Chemical Biological Radiological Nuclear related training for first and emergency responders. 3) Directing and overseeing installation threat, risk, and vulnerability assessments. 4) Reviewing training criteria and overseeing development and execution of Prime BEEF training in order to meet medical, combat skills, and deployment training requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF) plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive installation emergency management plans and to analyze work processes to meet requirements and program objectives. Knowledge of analytical and investigative techniques to determine emergency response staffing requirements and assigning personnel into critical positions to mitigate the emergency condition. Ability to plan, organize, direct, conduct, operate, and evaluate emergency management and related programs; e.g., mobility/expeditionary engineering programs, CBRN response, hazardous material storage and classification methods, risk assessment, consequence management programs, exercise evaluation, and EOC operations. Ability to plan, budget, and execute required projects in support of program activities based on relative priorities and available funds. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and communicate effectively, both orally and in writing. DEGREE AND CERTIFICATIONS HIGHLY DESIRED: A Bachelor's degree in Emergency Management from an accredited university recognized by the Department of Education is highly desirable. AF Certified Emergency Manager (AFCEM) certification is highly desirable. EMS CERTIFICATIONS REQURIED AFTER EDO: Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
