Duties

The following duties will be performed in a developmental capacity. Attending formal training on information technology management and IT plans and programs including administration and program management, life cycle management, hardware, software, telecommunications, analysis, and structured programming. Serving on teams for program/ project management for IT initiatives Performing tasks such as drawing flow charts, fact finding, and systems analysis Performing duties in various aspects of Information Technology such as life cycle management, systems architecture, and database management Assisting in planning and coordinating systems design, preparing technical specifications, monitoring development and testing processes, and developing, coding, testing, debugging and maintaining applications software

Qualifications

To be considered for a Recent Graduate appointment you must meet ONE of the following requirements: - A person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment -OR- - A person who has completed a period of obligated service in a uniformed service of more than four years, and was awarded a degree by an institution of higher education not more than four years before the date of the appointment. In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience equivalent to the GS-5 grade level in the Federal Service translating detailed logical steps into software programming language/code(s) with consideration to the procedures and limitations of those languages; or interviewing subject matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; or scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency; or using database management concepts to assist with the development of related systems; or, preparing information technology feasibility studies. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. - OR - B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: bachelor's degree with Superior Academic Achievement (SAA) based on ONE of the following:(1) class standing (upper third standing in graduating class); -or- (2) grade-point average (2.95 or higher overall or over the last two years of bachelor's degree -or- 3.45 in major field or over the last two years in major); -or- (3) election to membership in a national scholastic honor society. Your degree must be in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Transcripts must demonstrate the date the degree will be or was conferred/awarded. You must have graduated by May 31, 2024 -OR- C. Have completed at least one (1) full year of graduate education from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. Additionally, you must have a degree in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
