This position is located in the Acquisition Directorate (AD), Washington Headquarters Services (WHS). The AD provides end-to-end support services for all matters relating to acquisition and procurement and provides operational contracting support services for the Office of the Secretary of Defense (OSD) and the Office of the Deputy Chief Management Officer (ODCMO) to include the Pentagon Force Protection Agency (PFPA), WHS, and independent Federal advisory commisions, Boards and Task FOrces.

Duties

Incumbents typical work assignments may include the following: - Serves as a Contract Specialist (Intern) responsible for comprehensive acquisition support services to WHS components and the senior leadership of the Department of Defense (DoD). - Performs pre-award and post-award activities associated with the procurement of construction projects and services; facilities operations and maintenance; information technology projects; and professional support services. - Performs all pre-award contracting functions relating to the use of fixed-price, cost-reimbursement, or a combination of contract types and methods. - Analyzes requirement documents and recommends necessary revisions to requesting activities to clarify requirements and eliminate inconsistencies. - Develops acquisition plans and milestones, based on contract type and service delivery model.

Requirements

  • Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment and are subjected to random drug testing.

  • The incumbent must adhere to DoD Standards of Conduct
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Must be eligible for Acquisition Corps membership at the time of selection.
  • Must be able to possess and maintain the DAWIA Level II certification in contracting, to include satisfying the requirement for eight hours of continuous learning credits each two-year period.
  • Must submit initial and annual confidential statements of affiliations and financial interests.
  • This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
  • Must be able to obtain and maintain an appropriate security clearance (Secret).
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements for the 1102 Contracting series in the GS-5 through GS-12: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Qualifying Experience: To qualify at the NH-2, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: 1) resolve routine problems within established guidelines; 2) applying knowledge of contracting laws, principles, regulations, and procedures regarding fixed price, cost, or other contract types; and 3) negotiating price, terms, and conditions of contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met at the closing date of this announcement.

Education


GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

There is no substitution of education for the qualifying experience at the GS-12 grade level.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
