The Lead Information Technology (IT) Specialist is organizationally assigned to the Office of Information Technology and Data Services (HATS), Office of Administration (HAD), Federal Highway Administration (FHWA). The incumbent serves as Team Leader and technical expert for IT services for FHWA HQ Program and Division Offices. In this role the incumbent organizes and supervises supporting the IT infrastructure in program offices across the agency, while providing leadership to assigned staff.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing help desk operations in support of an enterprise environment which may include IT strategic planning, delivery of customer support services, self-service IT support, remote field management, and/or liaison to other infrastructure support areas to include services such as installing, configuring, troubleshooting, and/or maintaining hardware and software. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include verifying hardware and software and equipment are in accordance with DOD policy and directives Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include maintaining customer hardware and resolving software problems in response to customer reported incidents. Technical Skills - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment Program/Project Management Skills - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Communications Skills - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency include working with personnel to plan, coordinate and resolve issues by influencing people to work towards mutual goals and have basic cooperative attitudes.
