As an Investment Funds Specialist (Director), you will provide leadership in originating, monitoring, and exiting of investments for DFC's investment fund program.

Duties

This position is part of the Office of Investment Funds (OIF), at the U.S. International Development Finance Corporation (DFC). DFC is the U.S. Government's development finance institution and partners with the private sector to finance solutions addressing the most critical challenges facing the developing world today. In response to the shortfall of private equity capital in developing countries, OEIF provides equity to private investment fund managers in DFC-eligible countries. These funds make direct equity, equity-linked, and debt investments in new, expanding, or privatizing emerging market companies. DFC-supported funds help emerging economies access long-term growth capital, management skills, and financial expertise, all of which are key factors in expanding economic development and creating new opportunities for people in emerging market countries worldwide. The incumbent will provide leadership in originating, monitoring, and exiting of investments for DFC's investment fund program. Manages investment and strategic activities per the policies and directives of OIF with direction from the MD and the Vice President. Supports the conceptual development and operational implementation of OIF's investment priorities. Implements the OIF investment fund program, including origination, evaluation, diligence, negotiation, commitment, disbursement, monitoring, and realization of private equity funds. Maintains a working knowledge of OIF and DFC policy and procedures and oversees consistent implementation and compliance, including in the areas of commercial judgment, ethics, compliance, and documentation procedures. Act as a self-starter and own department-building initiatives. Mentor, train, and review deliverables from junior team members.   • This position will require foreign travel to developing countries

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience working in international finance or private equity with direct work experience in two of the following: - Applying macroeconomics, banking, capital markets, accounting, and valuation techniques; - Working in private equity general partner operations dealing with the formation, investment, management, and disposition of funds; - Working on private equity fund terms and conditions, capital markets, private equity investment vehicles and structures, fund management process and procedures, and corporate governance; OR - Working in accounting, corporate finance, corporate management and operations, international investments, banking, capital markets, large and small business project financing, corporate and other business structures and operations, and fund administration. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
