About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Madigan Army Medical Center to serve as a Security Specialist (Personnel) managing a programs for continuous security evaluation of personnel in sensitive positions.

Duties

Evaluate information to make recommendations whether an individual should be assigned to a sensitive position. Implement personnel security policy, systems, procedures, and programs for a medical treatment facility. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications. Perform review of security programs and recommending actions based upon interpretation of existing security regulations and practices. Review personnel paperwork to assure that the proper disposition sensitivity and/or security clearance levels are appropriate.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
• Temporary Duty Travel (TDY) may be required 25% of the time.
• This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Certification (SFPC) must be completed within their first two years of employment.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR AA Master's Degree that is closely related to the position OR a Non-Closely Related Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law.
