This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

As a Closing Post - Closing Specialist, you will: Conduct projects and studies to identify processes and procedures that are hindering achievement of Closing and Post-Closing Office program objectives, researching solutions and making recommendations. Analyze and evaluate both general and specific closing and post-closing laws, regulations, and policies in order to participate in development of closing policy for preservation programs and activities assigned to or undertaken by the Office of Recapitalization. Track Rehabilitation Escrow actions and results in order to assist in the evaluation of the Office's performance. Initiate closing process by preparing Closing Agendas and Title Instructions for recapitalization transactions, based on detailed review and analysis of approval letters and commitments, and knowledge of real estate settlement practices. Coordinate and interact actively with all parties in closing transactions under the purview of the Office, including HUD counsel, outside counsel, private mortgage providers, closing agents, title companies, purchasers, sellers, Public Housing Authorities, HUD Field Office staff, and others.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Initiating and coordinating the closing process for real estate transactions with multiple funding sources; and -Analyzing and evaluating closing or post-closing laws, regulations, or policies related to affordable housing development or preservation programs and activities. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
