The primary purpose of this position is to provide experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is limited to 36 months.

Duties

Position Description - Leads the policy, governance, and process improvement efforts for the Business and Enterprise System's (BES) portfolio. Represents BES equities and engages with HHQ to support warfighter requirements. Coordinates with SAF MG, SAF CN, SAF AQ, and functional community in support of the Business Capability Acquisition Cycle (BCAC) process and DAF governance. Supports the Risk and Opportunities Board to ensure the effective use of program resources. Leverages DoDIN operational knowledge/experience to identify gaps, find solutions, and to optimize resource utilization. Understands agile principles for software-IT acquisition, GenAI exploration, scale-efficient computing and purchasing, and exploitation of quantitative evidence to drive continuous improvement. Provides expert technical advice, guidance, and recommendations to senior management and other technical specialists on critical IT issues. Oversees and manages Defense Business Systems (DBS) programs and activities. Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities. Represents the organization in a variety of installation and functional area activities.

  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug-Testing Program
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet or be capable of meeting Defense Acquisition Work Improvement Act certification requirements within 24 months of assignment or secure an approved waiver.
  • The employee must meet the appropriate Continuous Acquisition Education requirements.
  • Completion of a bachelor or advanced degree in a STEM or cyber-related discipline is highly desired.
  • Completion of grade-appropriate Professional Military Education (PME) is highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-14 (or higher) level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and Defense Business Systems (DBS) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s). 2. Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and DBS mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. 3. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code. 4. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership. 5. Knowledge of system architecture, integration techniques, program management, lifecycle management, configuration management, and evaluative methods sufficient to gather facts to analyze and assess requirements, processes, procedures, and methodologies and how they affect future goals and objectives. 6. Knowledge of safety and security regulations, practices, standards, methods, and procedures. 7. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials. 8. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
