The primary purpose of this position is to provide a variety of services for the assigned organization, including but not limited to personnel, manpower, and organizational/functional alignments.

Duties

Plans, organizes, and analyzes activities in conjunction with other analysts and lead analysts ensuring that human resource management and guidance to the Wing Staff Offices and Groups complies with legal and regulatory requirements and meets customer needs. Provides management support services in the areas of personnel actions and organizational management. Monitors and tracks civilian personnel actions Independently and effectively processes a variety of personnel transactions. Participates in meetings and conferences.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position is a developmental GS-09 Target GS-11 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes planning and conducting a variety of studies to review and evaluate the effectiveness/efficiency of program operations as well as initiate a variety of personnel actions for employees and positions. Interpreting and adapting guidelines in order to resolve issues; searching technical literature, reports, and other reference material to locate information; developing reports and briefings; preparing and coordinating reference papers and documentation; performing analysis and providing recommendations to resolve issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is defined as planning and conducting studies to review and evaluate the effectiveness and efficiency of program operations; recommending organizational and operational procedural changes to improve production and operations; reviewing, preparing, and presenting briefings on personnel and manpower requirements; developing plans, schedules, and checklists; analyzing trends in production data; preparing responses to external reviews or audits; initiate a variety of personnel actions for employees and positions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of personnel and manpower issues within the organization. 2. Skill in applying personnel and manpower procedures and practices. 3. Knowledge of organizational workload requirements and procedures. 4. Ability to analyze data to determine changes and trends. 5. Ability to gather, assemble, and analyze facts, draws conclusions, and devises solutions to problems. 6. Ability to communicate effectively, both orally and in writing. 7. Ability to advise others. 8. Ability to maintain good working relationships. 9. Skill of applicable safety, security, and housekeeping guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
