Duties

SUMMARY: The primary purpose of this position is as a Civilian position to evaluate and manage the training and education program on behalf of the Maintenance Group and its subordinate units. The role of the Group Training Manager is to function as the Group Commander's key staff responsible for oversight and management of the training and educational program. The GTM serves as a training consultant to all Unit Training Managers within the Group and subordinate units. The GTM implements and manages training programs, policies, and procedures as directed by the Group Commander, Host Wing/Base Education and Training Office and higher headquarters. DUTIES Plans, organizes, leads and controls training for the Maintenance Group and subordinate units. Manage, oversee and implement all aspects of On-the-Job Training program for maintenance group personnel (ARTs, reservists, civilian employees, supervisors, managers, etc.). Manages special certification training program. Manages unit ancillary and readiness training programs. Outline and oversee the maintenance training program for supervisors and trainers.

  • This is a Civilian position. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies as a civilian for continuity.
  • The incumbent’s regular assignments are assigned civilian and would be ART duties as the continuity.
  • The incumbent must obtain and maintain a Secret security clearance level designated for the position.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station.
  • The incumbent may be required to work overtime to meet workload demands to work an uncommon tour of duty such as weekends.
  • Performs other duties as assigned.
  • PCS is not Centrally Managed but will be unit funded.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of AFRC Reserve mission and training methods, policies, procedures, regulations, instructions, and documentation requirements. Knowledge of training goals and objectives to assist in the administration, management, implementation and instruction of training programs for Maintenance Units. Knowledge of methods and procedures for analyzing unit training statistics. Knowledge of and skill in using automated systems to prepare reports and extract data. The ability to analyze data and determine accuracies and deficiencies. Knowledge of maintenance Air Force Specialty Code skill-level qualifications, update, enhancement, and proficiency training requirements. Skill in oral and written communication and ability to coordinate with all levels of command to ensure accomplishment of training program objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
