This position is part of the Defense Human Resources Activity. This position is located in the Talent Development Directorate (Talent Development Line of Business (LOB)) of the Defense Civilian Personnel Advisory Service (DCPAS) in Alexandria, VA. The incumbent serves as a Management and Program Analyst within the Career and Professional Development Division (CPD) in the Talent Development Directorate of DCPAS.

Duties

As a MANAGEMENT AND PROGRAM ANALYST (TALENT DEVELOPMENT) at the GS-0343-14 some of your typical work assignments may include: Develop, advance, and oversee policies related to DoD-wide training, education, and professional development programs as part of the Career and Professional Development Division under DCPAS' Talent Development Directorate, ensuring alignment with the strategic goals set forth in the Department's Human Capital Operating Plan, National Defense Strategy, and other strategic level guidance and strategies. Serve as the DoD Mentoring Program Manager, responsible for the day-to-day planning, analysis, design, development, documentation, oversight, execution, and evaluation of the program. Plan, organize, and provide critical liaison to the Defense Chief Learning Officer Council, a key senior Departmental governing body, and its sub-communities of practice and working groups. Oversee the development, interpretation, and integration of data from program assessments and interpretative processes that result in continuous program improvements while anticipating and responding to changing technological developments, significant trends, conflicting requirements and new objectives, goals, policies, and guidance. Monitor, review, and analyze implications and impacts of current and proposed legislation and regulations on DoD policies, processes, products, and services. Monitor implementation of established policies, providing guidance and assistance as appropriate. Develops and maintains cooperative and collaborative working relationships with senior Defense leaders, external commercial entities, academic institutions, Component staff, Congressional staff, and other professional associates, and represents the Talent Development line-of-business, DCPAS, DHRA, and DoD at interagency and inter-service meetings, symposia, and conferences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Making and recommending solutions to senior leadership as it pertains to civilian career and professional development program administration. Developing policies, procedures, and operations of DoD to plan, organize, direct, and negotiate effectively to gain acceptance and implementation of recommendations geared towards accelerating civilian talent development initiatives. Applying a wide range of qualitative and/or quantitative methods to study, assess and improve program management processes and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
