This position is located in the International Engagement Directorate (IED), Defense Technology Security Administration (DTSA), Department of Defense (DOD). IED leads the DTSA efforts on behalf of DOD in developing unilateral, bilateral, and multilateral technology transfer policies, and national foreign disclosure policy in support of the priorities of the Secretary of Defense and the National Defense Strategy.

Duties

Provides advice and recommendations to DoD senior leadership on complex developments, e.g., related to arms transfers, technology security, and strategic competition, for use in internal DoD, interagency, including NSC decision-making fora, and international engagements. Prepares briefings, presentations, and decision memoranda to support deliberations and decisions by senior management on subjects related to arms transfers, technology security, and strategic competition. Reviews and develops Policy positions and responses to actions originating in other DoD and non-DoD offices or agencies that have implications for national security policy, strategy, and planning. Prepares communications for senior DoD officials on complex defense policy, national security, technology security, and defense trade issues, both orally and in writing, for use with national and international audiences. Serves as a spokesperson for DoD at conferences, universities, professional societies, and private sector groups, as needed.

  • Employee must meet DoD SC Workforce Certification requirements applicable to the duties of the position.

OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement, qualified applicants must possess: To qualify at the GS-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as experience in planning and carrying out projects; providing information and conducting analysis that identifies, interprets, and develops alternatives and options to questions of arms transfers, technology security, and strategic competition. To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as experience in planning and carrying out projects; providing information and conducting analysis that identifies, interprets, and develops alternatives and options to questions of arms transfers, technology security, and strategic competition and experience with planning and evaluating policies. To qualify at the GS-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as experience in managing projects; providing information and conducting analysis that identifies, interprets, and develops alternatives and options to questions of arms transfers, technology security, and strategic competition and experience reviewing and developing policies. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications must be met at the closing date of this announcement.

Education

This is a Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Position requires DoD SC Certification. Area of Concentration (AoC) is Planning, Oversight and Execution. Certification Level (Basic, Intermediate, Expert) is determined by the supervisor. Employee must meet DoD SC Workforce Certification requirements applicable to the duties of the position. Incumbent must meet the designated certification AoC and level requirement; if not, has 1 year (Basic), 2 years (Intermediate - Expert) from SC Workforce Development entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all DoD and Defense Security Cooperation Agency (DSCA) requirements of this certification program. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. of Credential Evaluation Services .
