You will serve as an Administrative/Technical Specialist in the Purchase Requisition Branch; Property Management Division; Corporate Operations Department of NAVSURFWARCENDLD. You will serve as Functional Lead. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped GS-13 Step 10 (currently $153,354). See "Additional Information" section.

Duties

You will be responsible for mentoring and leading team members in the areas of technical material screening, MILSTRIP, Purchase Card, and Simplified Acquisition Procedures (SAP) material procurements. You will work directly with the 1071 Branch Head to ensure proper physical inventory accountability is attained through the procurement process. You will lead procurement activities within the Division, and work with Division, Warfare Center and NAVSEA leadership on procurement policies and procedures. You will lead small project teams to ensure policy/process changes are implemented across the Property Management Division. You will generate metrics and reports for command leadership to ensure proper execution of material procurements. You will monitor and provide feedback concerning the performance of all Division Purchase Request (PR) creators. You will provide technical advice and guidance in the areas of Property Management functionality and internal control systems. You will generate guidance material and provide functional training to the Property Management Division and customers. You will support Property Management Branch Heads with solving functional issues and situations as they arise.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing procurement activities through the procurement life-cycle to ensure efficient/effective program administration. Examples of qualifying experience include: prioritizing purchase requests; determining procurement strategy based on priority, dollar value, and complexity of the item being procured; evaluating sources of supply and methods of solicitation; coordinating post-award administration for orders, including negotiation of cancellations and terminations; ensuring appropriate authorization is granted for the purchase of goods or services; ensuring procurements of accountable property are properly inventoried; advising customers or management on procurement law, regulations, policies, or procedures.
