You will serve as a SUPERVISORY FACILITIES OPERATIONS SPECIALIST(Requirements Program Manager) within the FACILITIES MANAGEMENT and SUSTAINMENT PRODUCT LINE (PW5) in the PUBLIC WORKS DIRECTORATE CORE of NAVFAC SOUTHWEST.

Duties

You will directly supervise Asbestos and Call Center programs. You will coordinate NAVFAC and CNIC related initiatives with installations. You will oversee facility inventory and related metrics and utilize Computerized Maintenance Management System (CMMS), databases, and spreadsheets to track work. You will coordinate and partner with customers to identify and prioritize facility inspection requirements and obtain funding. You will perform the following duties to include but not limited to Condition Based Maintenance Program Oversight, Infrastructure Condition Assessment Program, interacting between upper echelons and Public Works Departments. You will develop and implement corrective actions to improve the performance of the Inspection Programs. You will be in charge of training and perform duties in direct support of Facility Management/Operations Specialists and Requirements Branches.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising or leading a diverse team of professional and technical personnel providing facilities management work and services; 2) Managing inspection programs for facilities maintenance, i.e. elevator, backflow prevention, and fire protection including work planning, training requirements, records management, obtaining required tools; 3) Identifying staffing requirements, and overseeing execution; 4) Overseeing maintenance inventory for inspection programs and utilizing Computerized Maintenance Management System (CMMS), databases, and spreadsheets to track work; 5) Coordinating and partnering with customers to identify and prioritize facility inspection requirements and obtain required funding; 6) Coordinating and planning spec reviews by team for new construction and renovation projects in support of programs. **NOTE: This experience must be fully supported in your resume to be considered for the position .** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series and https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1600/facility-operations-services-series-1640/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
