This position is located in the Office of the Deputy Chief Information Officer (DCIO), Operations (OPS) for Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent of this position will support the goals and objectives of the EHRM-IO program by supporting technical transition from existing VA supported applications to new applications identified for EHR system.

Duties

Defines, interprets and manages the IT project including developing business and technical requirements, goals, metrics, cost, scope, schedule and deliverables. Identifies and manages the preparation of project documentation such as requirements documents, plans and procedures. Manages the development, modification, enhancement, deployment or decommissioning of a product, service, or system and is constrained by the relationships among scope, resources, and time. Evaluates, monitors, or ensures compliance with Federal, VA laws and regulations, policies, standards, or procedures; Identifies standards or requirements for infrastructure, configuration or change management. Ensures that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. Oversees the requirements planning, procurement, design, modification, integration, testing, and deployment of the IT system. Analyzes information systems requirements, architectures or environments to create an IT project and technical plans. Develops, modifies, or provides input to project plans. Designs or conducts analytical studies, cost-benefit analyses, or other research. Conducts Risk management and reporting. Leads and resolves project management related issues and risks. Establishes, leads or participates in Interagency, department-wide and program governance councils, working groups, integrated project teams (IPT) meetings, technical interchange meetings, vendor meetings, project milestone reviews, and critical decision reviews. Provides feedback to leadership and other project stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Works with business customer stakeholders and determines prospective products or services that will meet customer IT requirements. Work Schedule: Full-time, Monday through Friday, 8:00 a.m. - 4:30 p.m. Compressed/Flexible: At management's discretion Telework: Up to 50% telework may be authorized at the management's discretion. Financial Disclosure Report: Not required Physical Demands: Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2024. Experience Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized Experience: GS-14. You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as defining, interpreting and managing the development, modification, enhancement, deployment or decommissioning of a product, service, or system and is constrained by the relationships among scope, resources, and time. Specialized experience includes developing solutions to accomplish, responsibilities in situations in which unprecedented complexities arise; skilled at integrating the technical work of others, and advising management on complex technical issues and possible solutions. AND Competencies GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Office of Personnel Management General Schedule Qualification Policies federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
