About the Position: This position is located at the 87th Medical Group, McGuire Air Force Base, New Jersey. -Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Performs detailed review of purchase requests for specialized supplies, equipment, or commercial requirements. Reviews specifications outlined by customer to ensure information pertaining to the performance period, contractor's obligations, products expected, etc., are clear and adequate. Evaluates possibilities of substituting an "equal" item in order to expand competition by checking commercial catalogs, contract files, and listing of firms offering particular goods, or informal contracts from other federal activities. Contacts requester concerning discrepancies and ambiguities and assists in resolving unusual problems. Determines procurement methods based on procurement history, estimated cost, urgency of need, proprietary consideration, availability of competitors, and applicable directives. Obtains or develops source list of responsible contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes reviewing purchase requests; purchasing supplies and/or equipment for business operation; and preparing contract documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business, health administration, acquisitions, or other related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer ServiceInfluencing/NegotiatingResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
