The primary purpose of this position is to provide programming and base development technical engineering support performing the more difficult and complex tasks for new construction, renovations, and improvement projects of real property facilities including utility systems at Joint Base San Antonio TX, JBSA. This is a developmental position with known promotion potential to the target position of Engineering Technician, GS-802-11. Incumbent will work closely (CONTINUED IN DUTIES SECTION)

FOR GS-09, GS-10, AND GS-11: Evaluates and recommends for approval clients' requests for new construction, renovation, and improvements of real property facilities including utility systems. Coordinates projects with engineers in a variety of disciplines and/or with architects. Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects. Monitors infrastructure operations and maintenance and repair functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technician Series 0802. SPECIALIZED EXPERIENCE: FOR GS-10 AND GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 FOR GS-10 and GS-10 FOR GS-11, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs. Knowledge and experience are required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis. Considerable time is spent searching for information and in discussions with the designer to understand the design concept, to obtain information needed to make the drawings, and to ensure appropriate interaction between components. Knowledge and experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs. FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs. Skill in technical writing sufficient to develop solutions to problems such as procedures and methods of installation of material, extent or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship. OR EDUCATION: Two full years of graduate education or a master's degree meets the requirements for GS-09. Note: Must submit your transcripts to show proof. OR COMBINATION OF EXPERIENCE AND EDUCATION: Some graduate education with experience to meet the requirements for GS-09. Note: Must submit your transcripts and resume to show proof. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: FOR GS-09: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FOR GS-10: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements. Ability to plan and record site/facility surveys and inspections. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
