The primary purpose of this position is To serve as an acquisition program manager within the Cryptologic and Cyber Systems Division. To provide acquisition oversight and guidance on development, acquisition and sustainment across multiple branches. programs, activities and diverse mission disciplines.

Duties

1. Implements program management principles on assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. 2. Plans, organizes, coordinates, and assesses activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. 3. Reviews and directs the progress of contractors in meeting program objectives. 4. Prepares and presents staff studies for presentation to the Program Director and other management officials.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is Acquisition Category Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) within 24 months from accepting
  • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

Conditions of Employment contd. Work may occasionally require travel away from the normal duty station to perform temporary duty assignments traveling in military and/or commercial aircraft. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes a working knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management; Applying business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; Understanding the missions, roles, functions, organizational structures, and operation of entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management. 2. Knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management 4. Skill in communicating, both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
