This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Exercises search and arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, determines whether facts warrant apprehension or lesser action. Operates the National Crime Information Center (NCIC) terminal in accordance with federal and state laws to transcribe data. Performs protection duties to deter, detect, and deny unauthorized access at fixed installation, internal compound, and incident perimeter posts. Conducts traffic law enforcement patrol using specialized equipment. Responds to and investigates emergency calls, complaints and other calls for service. Responds as member of the Incident Command System under the National Incident Management System during emergencies.

Requirements

  • Within one year, the incumbent must successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Meet the requirements of AR 190-56: Successfully pass a pre-employment/recurring medical evaluation, Pass a Physical Agility Test (PAT) within 30 days of hire date and annually, Maintain the requirements of the Individual Reliability Program (IRP).
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • This position is designated as Mission Essential. A Mission Essential employee is required to report for, or remain at, work in emergency situations unless his/her supervisor instructs otherwise.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Incumbent must be able obtain and maintain a valid Secret security investigation.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the incumbent to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • The inability to successfully pass; or refusal to conduct the test may result in the tentative or final job offer being withdrawn during the recruitment process; or being removed from Federal service for failure to meet a condition of employment.
  • You may be required to sign a ‘Drug Test Statement of Understanding’ if you are selected for this position.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-06 grade level you must possess one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge in a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. To qualify at the GS-07 grade level you must possess one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes work on a police force; OR work as a military police officer; OR, performance of law enforcement duties in a law enforcement agency; AND provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
