The incumbent provides management, leadership and direction at the ambulatory outpatient clinics, specialty clinics and call center as part of the Roseburg VA Health Care System (RVAHCS). This position is located at and responsible for the Roseburg ambulatory outpatient clinics, specialty clinics and call center.

Duties

Plans, coordinates, analyzes, and develops the need for and maintaining an awareness of available resources in ambulatory outpatient clinics which includes the administrative support staff for podiatry, short stay, optometry, gastroenterology, orthopedics, emergency medicine, the Call Center and Ambulatory Care Administrative Support Section. Responsible for administrative management of several fund control points which are budgeted for a total of several million dollars and provides recommendations on the most economical methods of achieving administrative goals and objectives for assigned programs. Assesses programs for areas of integration/consolidation to optimize resource utilization. Develops mechanisms to continuously improve performance in the efficiency, utilization, productivity and effectiveness of programs. Provides leadership in the development, implementation and coordination with other disciplines to effect administrative changes, which improve patient care practice and service delivery. Evaluates the impact for new or revised policies and procedures on existing organizations and explains the necessity for changes to the administrative personnel; clarifies new procedures and provides guidance in the application of new administrative guidelines The incumbent is responsible for the day-to-day operation of the ambulatory care outpatient clinics, specialty clinics and the call center at the home site. Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, interface with human resources and hiring and position management. Administers space and equipment programs. Provides assistance to SCAS in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. With guidance from SCAS, is responsible for personnel administration including knowledge of personnel operations, among them position classification, proper l abor mapping, grievance procedures, performance standards, and disciplinary actions. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. The Incumbent is responsible for the administrative piece of the Equipment Inventory Listing. Incumbent is authorized to be the approving official for orders for supplies, services, and equipment. The incumbent reviews orders to verify their need and ensures that each section utilizes only the appropriate share of the funds available. The incumbent is also charged with the responsibility of operating within the authorized budget. The incumbent works with the emergency planning team and administrative staff to ensure that the Ambulatory Care, Specialty Care and the telephone call center are prepared to address any applicable emergencies The Administrative Service Manager will provide first and second-line supervision of all administrative staff within the Roseburg ambulatory outpatient clinics, specialty clinics and call center, and indirect supervision of other staff members, dependent on whether there is an intermediate supervisor. The incumbent directs, coordinates, and oversees work through subordinate supervisors. He/she advises staff regarding policies, procedures, and directives of higher level management or headquarters. He/she selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. The incumbent ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Qualifications

To qualify for this position, applicants must meet specialize experience and time-in-grade requirements within 30 days of the closing date of this announcement, 04/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops mechanisms to continuously improve performance in the efficiency, utilization, productivity and effectiveness of programs affecting patient service delivery. Evaluates the impact for new or revised policies and procedures on existing organizations and explains the necessity for changes to the administrative personnel; clarifies new procedures and provides guidance in the application of new administrative guidelines. Provide first and second-line supervision of all administrative staff such as directing, coordinating and overseeing work. Responsible for personnel administration including knowledge of personnel operations, among them position classification, proper labor mapping, grievance procedures, performance standards, and disciplinary actions. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
