About the Position: Works under the general supervision of the Installation Range Officer, Range Branch, Training Division, Fort Gregg-Adams, VA. Advises and assists the Range Officer in directing and supervising the administration, operations, maintenance and facility support activities, ranges and training area complex of 5,907 acres.

Duties

Ensure for the effective and safe use of ranges and training areas within compliance of regulatory guidance. Plan and evaluate resources, manpower, standards, training, and projects required for mission accomplishment. Oversee the scheduling and safe operation of multiple live-fire ranges/training areas for range operations. Express range operations information to individuals or groups effectively, make clear and convincing oral presentations. Produce written range operations related information in a brief, clear, and organized manner that is appropriate for the intended audience.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is an Inclement Weather Essential position.
  • Incumbent is sometimes required to work irregular hours to cover weekend and night training.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.

Specialized Experience: One year of specialized experience which includes implementing range operations functions directly related to the safety and utilization in areas such as scheduling training for range operations, monitoring the scheduling for a range operations program, interpreting regulations/policies/guidance pertaining to range operations and activities. Utilizing automated systems to assist with scheduling such as range facility maintenance support systems (RFMSS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ComplianceOral CommunicationPlanning and EvaluatingTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
