The primary purpose of this position is to manage and perform work that provides installation wide personnel deployment planning and execution and personnel support in matters pertaining to deployment availability (DAV) information, personnel accountability, and duty status reporting for contingency, exercise and deployments.

Duties

1. Serves as the installation focal point for the personnel facet of all contingencies, exercises, and deployments. 2. Maintain accurate accountability of personnel to ensure a concise picture of force capabilities supporting home station and other operations or missions. 3. Manages all personnel selections, briefings, end eligibility requirements on military/civilian personnel that deploy from Hanscom AFB. 4. Manages the Global Communication and Control System-Air Force (GCCS-AF) systems assigned to the FSS IAW AFI 36-3802 and provides training to PERSCO Team members. 5. Represents the 66th Force Support Squadron with a variety of installation and functional area organizations.

  • Selectee may be required to serve a probationary or trial period.
  • This position has been designated as Key/Emergency Essential (E-E). In the event of a crisis, selectee must perform the Key/E-E duties until relieved.
  • This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.
  • The employee is advised that in the event of emergency or war additional duties may be required, the work week may be extended and leave may be restricted.
  • The employee may be required to participate in test alerts and practice exercises as well as work overtime.
  • The employee will receive training and orientation concerning participation in alerts, exercises, call back procedures and possible disciplinary action resulting from failure to comply as required.
  • Recall during non-duty hours may be required. Employee must be able to report for duty within 2 hours after notification of recall.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade (GS-04), or equivalent in other pay systems. Examples of specialized experience includes managing and performing work that provides installation wide personnel deployment planning and execution and personnel support in matters pertaining to deployment availability (DAV) information, personnel accountability, and duty status reporting for contingency, exercise and deployments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed 4 years course of study leading to a bachelor's degree. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and education as described above. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 . Knowledge of the interrelationships of military personnel programs sufficient to properly refer management and service members for assistance and technical problem solving. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to communicate effectively, both orally and in writing. 4. In-depth knowledge of USAF contingency and war mobilization plan requirements, knowledge of all Hanscom AFB organization wartime mobility requirements. 5. Knowledge of AFPAAS, DCAPES, MilPDS computer and Microsoft Access database functions. 6. Ability to integrate mission requirements and develop or implement planning directives to successfully accomplish the Hanscom AFB mobility mission. 7. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
