This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The major duties of this position are to provide operations research competence at the US Army Combat Readiness Center (USACRC), located at Fort Novosel, AL.

Duties

Provides operations research competence at the US Army Combat Readiness Center (USACRC). Develops and applies techniques requiring some originality and a thorough knowledge of standard analytical techniques. Leads/co-leads study and analysis necessary to support the agencies Safety Program. Assesses analytic studies being conducted with external agencies or under contract. Provides analysis and recommendations to leadership. Develops multi-disciplinary solutions to complex problems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to travel TDY up to 10% of the time.

Qualifications

This is a TERM position. It is a time limited position and may be extended up to a maximum of 8 years. This position may be converted to a permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must have other non-competitive appointment eligibility or have prior competitive status eligibility. Position may be filled as a temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst Series 1515: Degree: Bachelor's degree (or higher degree) in Operations Research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes participating in the detailed conduct of a study and the preparation of a comprehensive reports; utilizing programming language for statistical computing and data visualization to apply mathematical and/or statistical techniques in the analysis of simulation/experiment problems; conducting systematic investigations in terms of effectiveness toward: (1) defining the problem, (2) developing, evaluating and implementing models/decision support systems to address the problem, (3) manipulation of the models and decision systems, and (4) validation, appraisal, and application of these models. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education
