The primary purpose of this position is to receive, validate, and process requests for locally-produced Physical Access Control System (PACS) passes/cards utilizing the Defense Biometric Identification System (DBIDS) or approved alternate systems.

Duties

1. Receives, validates and processes requests for locally produced Physical Access Control System (PACS) passes/card utilizing the Defense Biometric Identification System (DBIDS) or approved alternate systems for eligible personnel. Receives and verifies identification data against authorization documents and prepares identification cards, restricted/controlled badges, passes, vehicle permits, or other forms (Wright Patterson AFB Form 1440/Application for WPAFB Identification Card, AF IMT 2586/Unescorted Entry Authorization Certificate, etc.) to authorize access. Assists customers with completion of requests. Enters required data into Security Forces' approved systems, such as the DBIDS and Security Forces Information Management System (SFMIS), and creates identification media. Ensures accuracy and completeness of all documents prior to issuance and ensures required eligibility and/or entry into the designated areas is identified. 2. Conducts identity proofing, vetting and makes fitness determinations. Requests, verifies, and physically examines required identification documents presented by customers by insuring documents presented are valid, matches the person requesting access, and are sufficient to establish an individual's identity. Completes and maintains required certification for databases and systems used to conduct vetting. Queries authorized databases such as National Crime Information Center (NCIC) III to conduct vetting. Reviews and examines data to ensure it relates to the person being vetted. Verifies the information with reporting agencies, as necessary. Conducts criminal history background checks utilizing the Law Enforcement Automated Data System (LEADS). Independently evaluates the information obtained for accuracy and makes appropriate fitness determinations of individuals for unescorted access/base access in accordance with published guidance. Requests supervisor's assistance when discrepancies are recognized. Takes appropriate follow-on actions, accurately documents information on prescribed forms, and processes as necessary. 3. Performs clerical support. Performs clerical support to ensure efficient office operations. Maintains controlled forms, files and credential applications. Maintains database for identification cards, and destruction of accountable forms in accordance with applicable Air Force instructions. Ensures all forms and files are correct, ensures appropriate changes to master record and computer database. Monitors suspense files and initiates action for recovery of temporary credentials and passes. Performs required inventory of identification cards. Compiles information and prepares appropriate reports, referring to files or applicable AF instructions for data, and submits to supervisor for signature. Receives and answers routine telephone inquiries or refers to appropriate staff. Answers recurring questions and resolves recurring clerical and administrative problems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Security Clerical and Assistance Series. SPECIALIZED EXPERIENCE: Applicants have or will have within 120 days of closing of this announcement at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-04) level, pay band (NK-01), or equivalent (pay schedule, pay band, etc.). Specialized experience includes Knowledge of security processes, procedures and operations related to Personnel Security Programs; Skill in administrative and clerical functions including preparing and creating reports, filing paperwork, answering phone calls and working in various security office automatic systems. OR EDUCATION: Completion of 4 years of education above high school. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicantspossess equivalent combinations of successfully completed post-high school education and experience that may be used to meet total experience requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mission, policy, security processes and procedures, customer service goals and general clerical office functions. 2. Knowledge of procedures, forms, and information required to verify against authorization documents, issue badges, passes, vehicle permits, or other forms of authorization. 3. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports. 4. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects. 5. Ability to communicate effectively with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
