The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as a Resource and Mission Support Coordinator. This Job Opportunity Announcement (JOA) may be used to fill other Resource and Mission Support Coordinator, GS-0301-9 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

This position is located in the Office of Resource Management (ORM), Management Operations Division, Mission Support Branch. The incumbent provides general support and coordination for established administrative and programmatic operations relating to contracting/procurement as well as assisting with activities in other ORM administrative program areas such as property management, transit, purchase and travel programs, time and attendance, and budget and financial management. The incumbent serves as a Contracting Officer's Representative and the liaison between ORM program managers (PMs) and FRTIB procurement officials for all administrative matters relating to ORM contracts or interagency agreements (IAAs), Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs). The major duties of the position are: Coordinates and communicates between ORM and FRTIB procurement officials to ensure the effective administration of contracts, IAAs, MOUs and MOAs. Receives, processes, and administers the closeout or renewal of ORM contracts, IAAs, MOUs and MOAs. Performs data entry using FRTIB automated procurement system(s) for contracts, IAAs, MOUs and MOAs. Collaborates with ORM program managers to monitor status, completion, and renewal of various contracts, IAAs, MOUs and MOAs. Establishes and manages tools and processes to track and maintain ORM systems for monitoring, managing and reporting on contracts, IAAs, MOUs and MOAs. Serves as principal liaison between ORM and FRTIB procurement officials regarding business and management activities related to ORM contracts, IAAs, MOUs and MOAs. Maintains records of ORM Contracting Officer Representation designations. Gathers purchase request information and processes and uploads purchase requests; ensures required information and documentation are complete. Conducts fact-finding and analysis into various business and management practices for application to agency administrative programs or operations, reconciles conflicting data, and extracts and summarizes key findings and recommendations. Monitors regulatory, procedural, and operational changes that may affect the activities and work processes of administrative programs, operations and services. Reviews, compiles, and organizes materials in various formats to incorporate into reports, presentations, or other formats. Assists in drafting administrative program procedures, desk manuals, findings, reports, correspondence, Risk and Control Matrices and other written materials for mission support programs. Investigates problems and issues related to resource management programs or operations, collaborating with others in gathering data and identifying potential solutions.

Qualifications

Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS- 07, in the federal government. Specialized experience is defined as: compiling, organizing, and extracting data into suitable formats for management decision making; using a variety of systems to perform data entry; and providing administrative support in at least two of the following areas: time and attendance, property management, transit benefits program, purchase card program, budget and financial management and travel system program. OR A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR A combination of education and experience. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
