The primary purpose of this position is to serve as a Systems Engineer in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Duties

GS-11: Performs a wide range of assignments involving many different and unrelated engineering processes and methods in the application of professional systems engineering principles, techniques, and procedures. Uses judgment and experience to make decisions. Uses engineering manuals, standard publications, technical material, and a wide variety of reference materials to obtain information and pertinent data for use by higher level engineers, contractors, and/or customers. Keeps abreast of emerging technologies and professional developments to maintain currency in the field and for application to work assignments. GS-12: Performs the above duties plus the following: Applies a broad theoretical and practical knowledge of system engineering to the system acquisition process. Sponsors, prepares for and participates in Program Start Reviews, Acquisition Strategy Panels, Program Management Reviews, etc. Performs program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystems and system performance is achieved in line with the contract and the program requirements. Prepares and coordinates technical documents which define, specify, and recommend subsystem characteristics. Prepares management reports and conducts technical presentations for planning, implementation and corrective action. GS-13: Performs the above duties plus the following: Directs contractor conducted program reviews to evaluate alternative proposed plans, systems engineering programs, and design and test results to assure that subsystem and system performance is achieved.

Specialized experience is experience in knowledge of multi-discipline engineering to modify standard practices and adapt equipment or techniques to solve a variety of problems. GS-12: Applicants must have, or will have within 120 days of closing of this announcement, one year of specialized experience at the next lower grade, GS-11, or equivalent in other pay system. Specialized experience is experience in knowledge of planning, analyzing and evaluating efforts used to define total weapons systems/subsystems requirements, translate requirements into design criteria, evaluate alternative design approaches and develop system specifications. GS-13: Applicants must have, or will have within 120 days of closing of this announcement, one year of specialized experience at the next lower grade, GS-12, or equivalent in other pay system. Specialized experience is experience in providing systems engineering support throughout the systems acquisition process specifically related to the planning, designing, development, and testing of various types of systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11: Professional knowledge of systems engineering concepts, principles, methods, techniques, and standard practices to perform a wide range of assignments involving many different and unrelated engineering processes and methods associated with installation, operations, and maintenance projects. Knowledge of systems engineering sufficient to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet project requirements related to computer software/hardware and automatic test equipment. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Ability to plan and organize work and coordinate with other engineering disciplines. GS-12: Knowledge of a broad range of professional systems engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines as well as a broad range of professional engineering standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Knowledge of standard contracting regulations, practices, procedures; health, safety, environmental, and security requirements as outlined in applicable standards, regulations, and/or technical orders. Knowledge of automated data, systems and programs sufficient to effectively accomplish assigned functions; knowledge of program planning, management, financial, and budgeting controls and systems involved in expenditures of appropriated type funds. Ability to plan, organize, research, analyze, and interpret engineering studies which apply rules, regulations, and procedures in a variety of situations that involve recommending timely and economical solutions. Ability to communicate effectively both orally and in writing and maintain good working relations at various levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
