This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2007000 and is part of the FL DCSPER, National Guard.

Duties

As a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-11, you will plan, organize and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develop goals and objectives that integrate organization and military human resources objectives and establish policies and procedures for accomplishment of the same. Coordinate, plan, and schedule with other organization managers and customers as appropriate. Review and provide advice on organization missions (Reorganization / Activation / Deactivation, etc.), functions, and manning of serviced units, including reorganization, activation, deactivation, and transformation. Identify analyze and provide recommendations to supervisor on significant issues and problems related to work accomplishment. Direct and implement military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs. Direct, organize, and plan one or more of the following: Command Inspection and/or Operational Readiness Evaluations, DEERS/RAPIDS, iPERMS, Soldier Readiness Processing (SRP), Contingency Temporary Tour of Active Duty for Operational Support (CO-ADOS), Deployment Extension Stabilization Pay (DESP), etc.

Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code 8888:FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADE:Enlisted/Warrant Officer/ Officer; E8 thru O3. SPECIALIZED EXPERIENCE: GS-11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements of the Army. Experience assisting in the development of National Guard Human Resources policies and procedures. Experience advising management on Human Resources principles and practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of aPh.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
