The primary purpose of this position is to serve as a full performance level GS-1910-11 Quality Assurance Specialist (Mechanical) after completion of the developmental manages under a Formalized Training Program (FTP).

Duties

1. Carries out assessment, inspections and audits to support the administation of a QA program for Air Logitics Depot Maintenance support activities including depot industrial plant equipment maintenance ad installation; master tool crib management; process control/monitoring, electrical and mechanical system work; materal handling equipment; facility management and improvement; and related duties under the guiance of a QA lead inspector or supervisor. 2. Carries out a wide range of studies, investigations and analyses to support the QA program; writes polcies and instructions to address weaknesses or unmet requirements to support team assignments under a lead QAS. 3. Conducts/leads meetings/conferences/training with various official, managers, supervisors, mechanics and peers to support the work of a QA team under a lead QAS. 4. Complies with environmental/safety/occupational health (ESOH), security, financial and operational requriements, laws and/or regulations. 5. Works to achieve and support continued improvement in all products, procedures, processes and services.

  • Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection and hard hat and observance of appropriate safety precautions.
  • In addition to the work that may be performed in an office setting, the duties involve regular and recurring visits to manufacturing, storage or test areas.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. "This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience for positions above GS-7: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include Carrying out assessments, inspections, audits, studies, investigations and analyses to support QA programs. OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree ORLL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level. The total percentages must equal at least 100 percent to qualify for that grade level. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include carrying out assessments, inspections, audits, studies, investigations and analyses to support QA programs. OR EDUCATION:Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level. The total percentages must equal at least 100 percent to qualify for that grade level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of USAF dept QA functions, purpose, inspection and audit methods; third party quality standards (e.g., ISO9001, AS9100); process audits, error/mistake-proofing, root cause analysis methods and tools (e.g., five whys, fishbone diagram); problem-solving tools and strategies (e.g., AFSO21); accident/error causation principles (e.g, Swiss cheese model); human factors and human system interface principles; and remediation methods. 2. Knowledge of environmental, safety, occupational health (ESOH), security, accounting and process improvement practices, procedures, requirements and regulations. 3. Skill in adjusting, troubleshooting, maintaining, and testing USAF depot support equipment, machinery, and process controls. 4. Skill in communicating effectively, both orally and in writing, especially procedural, technical or numerical information. 5. Ability to evaluate maintainer proficiency and verify work quality on facility management/improvement; mechanical/electrical system work; depot industrial plant equipment support; master tool crib management; process control equipment; heavy manufacturing machinerya; large and small support equipment; material handling equipment; and the associated maintenance, repair, installation and adjustment. 6. Ability to work independently and to organize/plan work to meet deadlines. 7. Ability to analyze information, collect pertinent data, account for requirements, draw conclusions, solve problems, evaluate solution and assess risk in an aircraft maintenance environment; to include knowledge of basic descriptive and inferential statistics; knowledge of common char, graph and table types; basic understanding of data visualization and presentation and software packages used to accomplish these tasks. 8. Ability to apply written guidance (i.e. directive documents, such as technical orders, instructions, laws, regulations, manuals, mandatory procedures) correctly and reliability to the work as performed within the organization. 9, Knowledge of process management strategies, tools and methods (e.g., spaghetti diagrams, flowcharts, gates); continuous process improvement principles, tools and strategies; industrial engineering principles as applicable to depot maintenance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: In addition to work performed at a desk, the duties regularly require extended periods of walking, standing, climbing or bending while observing manufacturing operations, witnessing tests or examining material and processes. The employee uses sight, hearing, touch and smell to assess the workplace and to evaluate processes and products. The employee may be required to crouch, stoop, reach, handle/use equipment (e.g., borescopes or magnifier), wear personal protective equipment appropriate to the hazards associated with work being inspected, and lift moderately heavy items. Such duties may take place in hot, humid, chilled, confined and/or obstructed spaces. The employee may be required to drive government vehicles. systems. The individual makes regular visits to aircraft maintenance facilities, flight line, parking ramps and production back shops and is required to climb in and around aircraft and support equipment, including confined spaces, to verify the satisfactory completion and quality of produced work. Work may require tiring and uncomfortable positions.
