The primary purpose of this position is to serve as a Major Graded Area (MGA) Inspector and a Lead, command headquarters civil engineer inspections conducting inspections for the Inspector General under authority of the Commander, Air Force Materiel Command.

Duties

Major Graded Area (MGA) Inspector, Investigator and Program Analyst. Plans, coordinates and conducts surveys; interviews; continual evaluation; and virtual/on-site inspections under the Air Force Inspection System construct. Conducts on-site, multi-event, in-depth inspections using appropriate checklists, DoD, Air Force, command and local policies governing installation and mission support requirements for the DoD and Air Force under the authority of DAFI 90-302, The Inspection System of the Department of the Air Force. Conducts assigned mission planning and mission support tasks in preparation for MAJCOM/IG inspections. Serves as the program manager for inspection policy and oversight of assigned civil engineering and other base operating support subject area policies and associated programs to include unit readiness, equipment, facilities, services. Performs as Major Graded Area(s) (MGA) inspection lead for Commander Inspection Programs. Develops and prepares a variety of correspondence and other documentation, such as formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience planning, organizing, and developing studies or projects pertaining to missions, functions, goals, objectives, requirements, work processes, principals, policies, and procedures pertinent to base operating support functions (Civil Engineers, Contracting, Finance, Logistics, Manpower, Security Forces, Services, etc.) and their relationship to other organizations/functions.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of missions, functions, goals, objectives, requirements, work processes, principals, policies, and procedures, and quality pertinent to base operating support functions (Civil Engineers, Contracting, Finance, Logistics, Manpower, Security Forces, Services, etc.) and their relationship to other organizations/functions to include Self-Assessment Programs (SAPs), Commander's Inspection Programs (CCIPs), Unit Effectiveness Inspections (UEIs), Headquarters Inspections (HQIs) Audits, Process Reviews (PRs) Quality Assurance, and Contract Management Oversight. Skill in planning, organizing, and developing studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts & procedures. Knowledge of commonly used quality methods and problem solving techniques; commercial, DoD, AF and AFMC instructions & directives. Knowledge of applicable Civil Engineering activities/requirements of the US Air Force relating to applicable AFIs and other applicable Civil Engineering oversight directives. Skill in written and oral communications. Skill in establishing effective interpersonal work relationships. Ability to use office automation tools and techniques to design and generate reports, briefing material, and/or comparable documents. Must be proficient using standard MS Office software tools. Skill in reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and evaluate complete documentation for new construction or repair and alteration projects. IDEAL CANDIDATE: Candidate should possess previous Wing/MAJCOM IG experience and must be able to obtain Secret security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
