This position is located in Mesa Verde National Park, in the Administration Division. Incumbent will be responsible for performing a variety of substantive budgeting functions. Duties

Major Duties: GS-07: Performs duties of limited scope and complexity in all aspects of budget activities. Combines productive work with the learning of a variety of advanced skills, techniques, and procedures. Participates in program and budget planning and correlation of work plans with administrative and regulatory requirements involving appropriated and other funds, materials, and staffing levels. GS-09: Assists with the development, preparation, and revision of the unit budget, and in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year. Assists with execution of the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments. Prepares data summaries for inclusion in routine and special reports on budget execution. GS-11: Serves as a technical specialist for budgetary matters in a unit of the National Park Service. Provides financial planning advice, including evaluating projected needs versus anticipated funding levels, determining submission formats, and coordinating and consolidating requests for the unit. Prepares budget summaries for submission to higher level employees, compiles status of funds, adjusts accounts, and prepares support justifications for reprogramming requests. Establishes and maintains a current and functional control record of all allocations and authorizations received and those disbursed. Duties will be developmental in nature when filled below the full performance level, GS-11. Physical Demands: The work is mostly sedentary. Work Environment: The work is performed in a typical office setting. NOTE - FROM ADDITIONAL INFORMATION - for REQUIRED DOCUMENTS - Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

QUALIFICATIONS - All qualifications must be met by the closing date of this announcement-03/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position, you must possess at least one of the following minimum qualifications by close of the announcement: GS-07: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include, but are not limited to: reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. Experience equivalent to the GS-05 may be professional work at the developmental or trainee level. Lower graded technical/assistant work alone is not qualifying for this series. You must provide hours/week and to/from dates on your resume. -OR- EDUCATION: Successful completion of at least one full year of directly related graduate study in a related field such as business administration, economics, accounting, finance, governmental budgeting, and public administration. (One year of graduate education is 18 semester or 27 quarter hours). Such education must demonstrate the knowledge, skills and abilities necessary to do the work. You must provide transcripts that demonstrate graduate level coursework. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of a combination of education and experience. For example, I have 6 months of specialized experience (50% of the experience requirement), and 9 semester hours or 14 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). You must provide transcripts that demonstrate graduate level coursework. -OR- SUPERIOR ACADEMIC ACHIEVEMENT: Meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: (1)I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (""B+"" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) I am a member in one of the national scholastic honor societies. Creditable education must be in a related field such as business administration, economics, accounting, governmental budgeting, or public administration. You must provide transcripts or documentation that you meet this eligibility. GS-09: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include but are not limited to: tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and preparing financial reports consistent with regulations and guidelines. Experience equivalent to the GS-07 may be professional work at the developmental or trainee level. Lower graded technical/assistant work alone is not qualifying for this series. You must provide hours/week and to/from dates on your resume. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree, or two years of progressively higher-level graduate education (36 semester or 54 quarter hours) in a directly related field such as business administration, economics, accounting, finance, governmental budgeting, and public administration. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. You must provide transcripts that demonstrate graduate level coursework. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of a combination of education and experience. Only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify. Examples of specialized experience include but are not limited to: reviewing and analyzing budgetary statements; AND using financial systems for reporting, programming, and budgetary transactions. Ensures budget policies and internal procedures are adhered to and develops internal protocols for budget formulation and execution.

EDUCATION: Successful completion of 3 years of higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field directly related to the position to be filled such as business administration, economics, accounting, finance, governmental budgeting, and public administration. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must provide a transcript.

COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of a combination of education and experience. For example, 6 months of specialized experience (50% of the specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would qualify an applicant for this position. Only graduate education in excess of the first 36 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. You must provide transcripts that demonstrate graduate level coursework.
