The primary purpose of this position is to augment the Senior Industrial Security Specialist in support of the Federally Funded Research Development Facilities under the security cognizance of 66 ABG/IP.

Duties

Manages industrial security programs for units assigned and/or supported by Hanscom AFB, to include MITRE and MIT Lincoln Laboratory. Represents the 66 ABG Installation Commander at meetings, conferences, workshops, panels, etc., at MAJCOM and other federal agencies. Serves as the 66 ABG authority involving Operations Security/Signature Management requirements, policy, procedures, and program status. Formulates 66 ABG OPSEC and industrial security training program, which includes orientation of current or newly appointed military, civilian and contractor personnel.

  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing and implementing organizational level information, personnel, industrial, physical, program protection, information technology and/or communications security programs and/or managing Special Access Programs (SAP) and projects up to and including Top Secret/Special Access Required (SAR). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security systems, practices, principles, and procedures utilized in other DoD agencies, as well as private industry, to ensure state-of-the-art security applications. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Ability to effectively write and orally communicate to all levels of personnel, including senior level management. Ability to plan and organize work, and meet deadlines. Skill in effective writing and oral presentations. Knowledge of automation software functions and skill in use of computer keyboard in order to prepare spreadsheets, presentations, correspondence and electronic mail. Knowledge of National Security objectives and policies, concepts, principles, and practices as they apply and affect OPSEC, Signature Management and Industrial Security processes. Knowledge of various DoD and AF security programs; Operations Security, Signature Management, Personnel, Information, Industrial and Communications Security, Computer Security, Physical Security, and Counterintelligence. Ability to analyze, evaluate, extrapolate and interpret pertinent information gathered from a variety of sources and devise solutions to situations and problems in order to comply with disclosure policies. Must have ability to establish professional relationships with co-workers and customers. Knowledge and understanding of programs concerned with classifying and declassifying defense information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
