About the Position: Provides leadership in development and use of advanced geospatial technological applications and spatial data to support 596th Trans BDE mission and base operations; to include subordinate unit, 834th Trans BDE. Serves as spatial data coordinator and Geographic Information System administrator to the Director of Public Works. This is a Term position not-to-exceed 13 months. This is an obligated position. See "Additional Information" section for Term and Obligated positions.

Duties

Design, develop, and manage the Geographic Information System (GIS) database and database management system. Serve as the Maximo Facilities Maintenance Management System (FMMS) and Microsoft SQL Server Database Administrator. Manage and integrate a variety of GIS and database management software. Implement metadata and data documentation procedures. Develop and implement quality control and assurance guidelines for geospatial data projects. Identify requirements and implements advanced analytical techniques necessary to solve complex GIS issues. Analyze, troubleshoot and correct computer system problems related to the Maximo FMMS and all end-user computers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of eight years depending upon the needs of management.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Incumbent of this position must obtain and maintain Information Assurance workforce certification requirement and criteria of Information Assurance Technical Level II within 6 months of receiving Information Assurance duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Geographic Information Systems or Geospatial Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Database Management SystemsInformation Technology Program ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
