The primary purpose of this position is to perform duties as an employee development specialist for the management of the design, development, implementation, execution, and administration of training, education, and development initiatives including needs assessment, program analysis, and requirements identification.

Duties

Coordinates closely with managers to determine training/educational needs, identifies development programs and training/educational needs and oversees education and training projects and assignments. Prepares reports, briefings, and daily correspondence and makes recommendations associated with training programs, plans, and initiatives. Works to meet quality standards and supports process improvement in all products and services. Provides technical guidance, advisory support, and assistance on a wide range of education, training, and workforce development issues. Prepares and delivers written and oral presentations such as briefmgs, consultations, team sessions, and other staff functions and activities to secure understanding, cooperation, resolve controversial matters, and convey information relative to proposed changes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series. This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date. Applicants may be referred for consideration as vacancies occur. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days, will have 52 weeks (one year) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities. Candidates for positions at GS-12 and above must have had 1 year of specialized experience equivalent to at least the next lower grade level at GS-11. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the substantive nature of agency programs and activities; agency missions, policies, instructions, laws, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution, and improving organizational effectiveness and efficiency. Knowledge of, and skilled in instructional methods, principles, and techniques in order to deliver training courses, obtain training resources, and assess overall effectiveness in order to meet identified training requirements. Knowledge of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives relative to mission support activities. Knowledge of the mission, functions, organizational structures, operations, timing of key events and roles of DoD, Air Force, and other entities that govern, interface with, and/or influence the enterprise management and financial management process. Knowledge of and skilled in the use of automated data processing software, concepts, training scheduling systems, automation software, audio-visual equipment, and related equipment. Skill in staff- level planning, organizing, and overseeing critical aspects of the installation mission and ability to package the entire process in briefings, papers, or reports suitable for top management use and decision- making and the ability to gather, assemble, and analyze facts; determine action and/or coordination required; and provide sound recommendations and conclusions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
