The position is located in the Department of Veterans Affairs, at the Beckley VA Medical Center, with the Facilities Management Service Team. The primary purpose of this position is to assist in the maintenance and repair of: architectural, mechanical and electrical components of buildings requiring the use of a variety of trades and practices associated with the following occupations: plumbing, electrical, carpentry, painting, air conditioning, housekeeping, and grounds keeping.

Duties

Duties include but are not limited to: Maintenance Worker - The incumbent assists in a wide variety of minor maintenance work which involves carpentry, plumbing, electrical, air conditioning, grounds keeping, and mechanical work within the medical center. Incumbent generally receives assignments by verbal means or work orders. Incumbent must be able to determine material requirements, diagnose trouble, and make necessary repairs to walls, ceilings, floors, furniture and equipment. Incumbent will, on occasion, accompany/assist inmates to locations within the medical center or on the VA grounds. Housekeeping - Incumbent must be able to follow specific procedures for environmental cleaning with minimal supervision. Must have a good knowledge of the aseptic techniques required to work in sterile areas. Must have the knowledge to operate, clean and adjust power cleaning equipment. The incumbent works under the direct supervision of the Maintenance and Operations Supervisor, or team Leader who assigns work and priorities orally and through work orders. The incumbent works from, and completes tasks in a timely fashion with a minimum amount of supervision. Incumbent determines the materials, tools, and methods best suited to accomplish work. Incumbent maintains all areas of work in a safe and hazard-free condition. The incumbent works inside and outside and sometimes is dirty, dusty, and greasy. Incumbent is sometimes required to work outside in bad weather, in noisy work areas and sometimes on top of buildings. Incumbent is sometimes exposed to possibility of broke bones and is frequently exposed to the possibility of cuts and bruises. Incumbent may be exposed to skin irritations from strong chemical solutions. Incumbent may be subject to minor cuts, scrapes and bruises. Incumbent is sometimes required to wear protective clothing, face masks, hard hats, and down-flow helmets. Hard-toe footwear is required at all time. Meets the needs of customers while supporting VA m1ss1ons. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Position Description Title/PD#: Maintenance Helper/PD003120 Physical Requirements: The incumbent works from ladders, scaffolding, and platforms where the tasks performed are in hard-to-reach places. Incumbent is required to bend, stand, stoop, kneel, climb, and work in tiring and uncomfortable positions and is sometimes required to lift and carry items that weigh up to 50 pounds. Incumbent may be exposed to cleaning chemicals and be fit tested for proper PPE and respirator.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. KNOWLEDGE AND SKILLS: The incumbent must understand a wide variety of trades, which include plumbing, electrical, painting, grounds keeping, housekeeping, and general mechanical. Incumbent must be proficient in the use of tools and equipment associated with the above-mentioned trades. Incumbent must have the knowledge to troubleshoot and determine mechanical and material needs and to interpret instruction manuals and sketches. Plumbing: Basic knowledge of standard plumbing methods and techniques to assist with the following measuring, cutting and bending pipe and tile, elbows, union joints, tile pipe, faucets, and shower drains. Must be able to remove, clean, reinstall, or replace joints and fixtures. Must be able assist with hooking up equipment; and using basic tools and equipment such as tapes, rules, hacksaws, hand and power pipe threaders and cutters, packing and caulking irons, and pipe wrenches. Electrical: Must have the knowledge of and ability to assist with the removal and replacement fixtures and controls, and tighten connections and wrapping exposed wiring with insulating tape. Skills to assist with rearrange old or install new outlets relays, switches, and light fixtures. Carpentry: Must know how to add subtract, multiply divide and work with simple fractions to assist in the planning and measuring of material according to requirements and dimensions outlined in instructions. The incumbent will learn the accurate use of tapes, rules, and squares and to use shop tools, such as hammers, handsaws, planes, screwdrivers, power saws, and power planers. Painting: The incumbent will assist with standard surface preparation and coating methods and techniques in order to remove such things as scale, rust, dirt, and old paint from surfaces so that coating materials will adhere properly. The incumbent will learn to apply coating materials so that the surfaces are free from skips, runs, and drips: sand, wire brush, scrape, spackle, and putty surfaces. The incumbent will also learn the skill needed to brush out, roll on, and spray coating materials, as well as the skill needed to apply other related methods and techniques; for example, cutting-in techniques and dip and overflow methods. Must have the ability to read and follow directions that explain, for example, how to apply and use prepared solvents and thin and stir coating materials. The incumbent will learn the use of tools and equipment, such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns. HVAC/Air Conditioning: The incumbent will assist in the changing of filters and cleaning fan coils. Gardner/Grounds Keeping: The incumbent must have the basic knowledge and skill to assist in performing gardening duties such as growing and tending to lawns, flowers, shrubs, and trees. The incumbent must have the basic knowledge and skills to operate a variety of hand-and power-operated garden tools and equipment such as seeders, edgers, hedge trimmers, pruning shears, mowers, and sprayers. Housekeeping: Occasionally the incumbent will assist the Sanitation and Linen Team performing housekeeping duties. The incumbent must be able to follow specific procedures for environmental cleaning with minimal supervision. Must have a good knowledge of the aseptic techniques required to work in sterile areas. Must have the knowledge to operate, clean and adjust power cleaning equipment. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.
