This position is located in the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Deputy Administrator Global Programs, Cooperator Programs with one vacancy in Washington, D.C. This position serves as a branch Director in Cooperator Programs and reports to the Senior Director.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Serve as a supervisory program manager supporting the Senior Director in supervising the operations of the office and its staff. Responsible for planning, developing, and directing of programs, analysis, and policies for the Division; motivating, guiding, and leading staff as a team; assigning and ensuring high quality work. Plan, organize and direct programs and policies to achieve FAS goals and objectives within Global Programs, and to work effectively with management to accept and implement recommendations. Serve as liaison with U.S. private sector organizations, other USDA agencies, Federal departments and agencies, and foreign organizations, governments, and entities. Analyze urgent problems and issues; call attention to potential advantages or disadvantages of utilizing a course of action under varying situations; and recommend alternative actions as solutions to assist high-level officials. Plan, schedule, and carry out activities concerned with the implementation, analysis and evaluation of programs for effectiveness; prepares project reports, tracks financial operation of projects, ensures compliance with policies and regulations.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: There is no Basic Requirement for this position. TO QUALIFY AT THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 grade level) that demonstrates the following experience: Implementing and providing technical leadership/policy guidance dealing with specialized Federal programs. Collaborating and/or serving as liaison with external stakeholders, other work units, and other government agencies to establish work priorities, implement programs, and fulfill the mission of the agency. Explaining and/or justifying findings and recommendations, and representing FAS to internal and external stakeholders, program participants, and USDA leadership. Leading teams or supervising staff in programs in the areas of market development, grant, or related programs. Experience writing and presenting program reports/assessments, recommendations, and data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
