The incumbent serves as the Deputy Director of the Division of Contracts and Grants Management (DCGM) for the Albuquerque Area. Serves as Supervisory Contract Specialist, with Contracting Officer warrant authority, and is responsible for a full range of administrative duties for the contracting team during all phases of the acquisition process.

Duties

Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data. Develop strategic plans to define requirements, establish acquisition plans, and to give advice and recommendations on data thatshould be included in the procurement request. Prepare solicitation, assist in analyzing quotes and proposals, and conducts responsibility reviews. Plan and conduct negotiations on price, technical requirements, and terms/conditions of the contract. Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports. Plan and assign work to be accomplished by subordinates, sets and adjusts short-term priorities, and evaluates work performance of subordinate staff.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/ Training: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing the full scope of acquisition cycle with contract authority for all acquisition functions; analyzing operational needs and making decision on award of contracts, grants, and cooperative agreements; providing technical oversight to Project Officers in all phases of the acquisition cycle; providing supervisory oversight to acquisition staff; establishing goals and objectives and monitoring and evaluating progress of same. SELECTIVE PLACEMENT FACTOR: Applicant must provide documentation of completion for ALL mandatory training for FAC-C Level III, DAWIA Level III, or FAC-C Professional certification. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
