The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of (Inventory Management Specialist, GS-2010-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

Assists in performing work associated with the management of items, and preparation of data for accurate planning of budgetary estimates. Assists in validating Air Force repair requirements data, initiates repair, maintains documentation for repair actions. Assists with reviewing customer requirements and directs worldwide DoD supply activities to optimize worldwide asset distribution. Assisting in preparing presentations and reports for management relative to any aspect of assigned items or projects when required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This position is subject to Administrative Careers with America (ACWA) Testing. To be eligible, you MUST be a WG, WL, WS, or GS-5 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-05 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized. GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Specialized experience must include skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments. OR EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes ability to follow instructions and to identify results, ability to make recommendations limited by scope and complexity in conducting analysis of items, functions and work processes; analyzing and resolving issues in assigned areas of responsibility; and providing support to customers. OR EDUCATION: One full year of graduate-level education or superior academic achievement from an accredited college or university leading to a degree in a related field of study. (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes developing/implementing and monitoring assigned policies, procedures and regulations relating to supply chain management; providing customer service/support; and controlling, coordinating and executing wholesale inventory management supply chain processes and logistics support programs. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing item-level support to worldwide customers for an assigned complex group of items and sub-components to which commonly practiced methodologies may not always apply. Must be able to demonstrate the ability to resolve issues and problems through implementation of improved processes, analytical work methods and daily operational procedures within logistics processes and supply chain management. OR EDUCATION: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply chain management principles, contract and organic repair procedures, and interservice procedures, techniques and practices to include sustainment procedures and the peculiarities of requirements development. 2. Knowledge of requirements, repair, disposal, distribution and spares leveling as well as logistics planning, programming and budgeting systems. 3. Knowledge of logistics processes, provisioning procedures and peculiarities of provisioning requirements development as well as tactical and strategic approaches to supply chain management. 4. Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems and issues. 5. Ability to analyze historical data, reported usage, trends, failure data, past and future program data and select the appropriate demand planning methods for assigned items. 6. Ability to communicate clearly and effectively, both orally and in writing. Work Environment: Work is primarily performed in an office like setting involving everyday risks or discomforts, which require normal safety precautions typical of an office environment. The work area is adequately lighted, heated, and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
