This position is part of the The John F Kennedy Center for Performing Arts. The incumbent will serve as the business liasion, and the business system administrator which provides expert guidance and coordinates ongoing training programs (internal and external) for the Finance/Contracting Offices at all levels, including Executive and Senior Level officials and other managers.

Duties

Provide expert guidance and to coordinate ongoing financial system training programs (internal and external) for the Contracting, and Program Offices at all levels. Serve as principal advisor to the Director and staff of the Office of Contracting in acquisition related systems and processes. Plans, develops, and implements vital acquisition and financial programs for the organization. Represents the Finance/Contracting Office on committees, work groups and special projects on acquisition/financial and systems related topics. Represents the Finance/Contracting Office and is a principal contributor to the formulation of procedures and policies to ensure that administrative/technical programs are carried out effectively and in accordance with established laws and regulations. Coordinates, collects, consolidates, and analyzes procurement data. Manages the administration of various procurement applications such as beta.Sam.gov, GSA eBuy, GSA advantage, FPDS, AAMS (Contracting Writing System), CPARS, invoice processing, financial reconciliation, and purchase card reconciliation. Assists with the development of a pilot program to expand the current P-card program and distribute P-cards to employees authorized to spend federal dollars throughout the organization with the ultimate goal of developing a more widely held program. Performs periodic reviews P-card cardholder statements and receipts and develops reports of findings and recommendations. Develops procurement on-boarding and on-going training for Contracting, Accounting and Program office staff including development of a formal training plan for all who play a role in approving expenditures of Federal funds. Responsible for inputting requisitions into the AAMS writing system.

Qualifications

At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: (1) Experience using procurement and financial management systems and related automation, requisition processes, and credit card; (2) Knowledge of or managing the administration of various procurement applications such as beta.Sam.gov, GSA eBuy, GSA advantage, FPDS, AAMS Contracting Writing System (or an equivalent contract writing system), CPARS, invoice processing, financial reconciliation, and/or purchase card reconciliation; (3) Use of federal or commercial contracting systems to ensure that the purchasing transactions processed are accurate, necessary upgrades or changes are identified and future potential integrations are developed; and (4) Conducted audit reviews of a purchase card program and invoice processing requirements. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
