Duties

Summary: The primary purpose of this position is to perform all necessary registrar functions to include admissions, in-processing, registration, administrative updates coordination with lodging, transportation, travel office and related customer service duties for the Squadron Officer School (SOS) in-residence program. To manage SOS special programs to include the Distinguished Visitor guest speakers and various in-resident student programs. To develop and maintain a 5-week academic schedule. Assists the Commandant in planning and preparing for higher headquarters evaluations. The incumbent also develops registrar and special programs policies and procedures. Duties: Serves as the registrar for the SOS Commandant, Dean, and in-residence faculty, staff and student body. Develops and manages SOS academic schedules. Serves as backup for SOS special programs; to include the Distinguished Visitors (DV), Student Orientation Week, Opening Ceremonies (OC), and Graduation, orchestrating all levels of planning, scheduling, and execution to meet leadership intent. Serves as a backup to the primary SOS protocol specialist when primary is unavailable. Manages SOS student throughput plan.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and the Individual Occupational Requirements (IOR) for Professional and Scientific Positions, for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: you MUST submit a copy of your transcript(s). OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of education and experience with courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: you MUST submit a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) comprehensive knowledge of and skill in operating AULED and student information systems and comprehensive knowledge of protocol regulations, policies, principles, practices and techniques, especially in the area of military ceremonies, customs and rituals; 2) knowledge of the major programs, mission and functions of the organization to provide planning, programmatic and staff support in the execution of the command's training program and professional development for civilian and military personnel; 3) comprehensive knowledge of a wide-range of subject matter in Intermediate Service School graduate-level education programs, knowledge of a wide range of techniques, methods, sources and procedures within the field of writing, editing, and professional military education processes and knowledge of a wide-range of senior and Joint Professional Military Education academic practices and policies; 4) comprehensive knowledge of CJCSI 1800.01D, Officer Professional Military Education Policy and of formal recognized institutional development methods/ processes and of AU Continuum of Officer and Enlisted Professional Military Education Strategic Guidance; 5) comprehensive knowledge of accounting practices to project, monitor and document expenditures and of government purchase and policies and procedures; 6) knowledge of professional written communication products such as background papers and letters and of U.S. military organizations and responsibilities; 7) comprehensive knowledge of copyright laws found in Title 17 USC and as a Chief Office of Record IAW AF Records Information Management Systems; 8) skill in applying knowledge in planning, administering and executing administrative and support requirements of SOS programs; 9) ability to communicate effectively orally and in writing, to apply complete tact and diplomacy in personal contacts with senior level personnel and visitors and to establish an effective working relationship with individuals of diverse backgrounds and cultures; 10) ability to operate automated data processing equipment/personal computer including electronic mail and internet use. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of higher education principles, practices, and procedures. 2. Practical knowledge of registrar systems, methods and procedures. Practical knowledge of protocol, administrative and security regulations, methods, and procedures. 3. Knowledge of accounting practices to project, monitor and document expenditures. 4. Ability to effectively communicate orally and in writing. 5. Skilled in computer use to include typing, internet research, and office automation tools and techniques to support office operations such as electronic mail use, word processing, briefing construction and delivery, spreadsheet and database use. 6. Ability to exhibit effective management and organizational skills to work independently and manage several projects simultaneously to meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
