This position is located with the Bureau of Indian Affairs, Superintendent, Colorado River Agency in Parker, Arizona. The incumbent shares, with the Superintendent of the Agency, the administration of the Agency's organizational programs, and works to formulate and promulgate Agency application of national policies and programs. Incumbent assumes continuing responsibility for managing Agency operations of Trust programs administered by the BIA.

Duties

Provides leadership and responsibility to all agency Trust program staff to foster the effective conservation and utilization of all Indian resources. Participates with all levels of officials in the formulation of overall programs and policies for the Agency and adapts those policies and procedures to meet Regional and National level goals for the effective operation of Agency Trust programs and development of standards for use within the Agency. Serves as a liaison to contract and compact tribes regarding natural resources management, and to other agencies to promote natural resources management. Manages and coordinates the activities of the Trust programs to ensure that all program elements responsible for disbursing federal funds or managing Federal Trust property adhere to applicable statutes, Codes, Treasury Regulations, Departmental and Bureau policies. Protects the interests of individual Indians and tribe(s) by serving as the Bureau trustee exercising the authorities vested in the Secretary of Interior through public laws and regulatory requirements concerning trust property

Qualifications

GS-14: Minimum Qualifications: Your resume must demonstrate at least 1 year of specialized experience at or equivalent to at least the GS-13 grade level. Specialized experience is defined as: Carrying out all activities at all phases of an Agency's trust programs, i.e., trust, natural resources, forestry/fire, real estate services, to include land consolidation, probates, minerals, lease compliance, and acquisition and disposals; & Managing and coordinating the activities of the trust programs to ensure that all program elements responsible for disbursing federal funds or managing federal trust property adhere to applicable statues, codes, treasury regulations, departmental policies, and BIA policies. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
