About the Position: Serves as an expert in Network Technology and Information Assurance (IA) within Military Ocean Terminal Sunny Point (MOTSU), Information Management Division, Network Operation services.

Duties

Serve as Senior IT Specialist for Network Operations Services section responsible for implementation of Security measures mandated by the Defense Information Systems Agency (DISA) to protect and defend the Information Technology Network for MOTSU.). Administer network security on all routers, switches, infrastructure and ports on the MOTSU Campus Area Network. Plan, analyze, and coordinate studies to identify and determine the MOTSU network administrative and technical requirements and specifications, equipment configuration and facilities necessary to develop, modify, and implement network system. Design, develop, implement, monitor, and maintain network systems/network activities/ services to support customer needs. Plan work to be accomplished by subordinates, set priorities, and establish schedules for work capabilities of employees. Develop/implement configuration management plans for complex local area networks (LANs) and wide area networks (WANs) and create network maps for establishing the organization’s network architecture, infrastructure, topology and connectivity. Analyze and resolve system hardware/software failures. Develop LAN/WAN standards and procedures including recommended network applications, general-purpose software, and generic LAN/WAN attributes and capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the ability to obtain and maintain a Secret security clearance.
  • Incumbent may be required to travel up to 10% to perform duties/attend training.
  • This is a Key position. Incumbent of a CONUS position that cannot be vacated during war or national emergency without seriously impairing the mission; such employees have unique technical skills required by the wartime mission.
  • This position requires the incumbent to hold IA Technical Level II certification under DoD Directive 8570.1 (IA Training and Workforce Management) and related implementing policies within 6 months of employment
  • Incumbent may be required to serve a 1-year probationary period.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
