Duties

The Office of Division Counsel, Large Business and International (LB&I) is headquartered in Washington, DC and has five Area Counsels located in Manhattan, NY; Newark, NJ; Chicago, IL; Dallas, TX; and San Francisco, CA. Each Area Counsel is responsible for legal work within a defined geographic group. Large Business and International provides legal services to the LB&I Division of the Internal Revenue Service. Our taxpayers are corporations, subchapter S corporations, and partnerships with substantial assets. We work with complicated issues of tax law and accounting principles in the context of an expanding global environment. LB&I employs over 380 attorneys nationwide, who provide a full range of legal services on all issues, including advising LB&I compliance agents, handling litigation in the U.S. Tax Court, and referring and recommending litigation to the Department of Justice. As a Supervisory General Attorney (Tax) (Deputy Area Counsel), you will: Serve as the principal advisor to the Area Counsel on all management and legal matters within the applicable Area. Serve as a key liaison for the applicable Area Counsel to the LB&I Division Counsel and other IRS and Chief Counsel offices on all complex legal matters pertaining to the applicable Area Counsel. Make recommendations to resolve outstanding issues, advising the Area Counsel of potential ramifications of alternative actions. Assist the Area Counsel in the supervision of the Area's Associate Area Counsels (AACs). Provide guidance to the AACs on case, administrative and personnel issues. Update AACs on Area and Division policies, protocols and objectives. Provide technical legal guidance and oversight on all legal advisory activities within the Area. Assist the Area Counsel in managing, training and developing AACs and Area attorneys. Provide oversight of all written legal advice issued by the Area. Assist the Area Counsel in performing a full range of technical and administrative supervisory duties, such as reviewing and coordinating work assignments to ensure that they are aligned with LB&I Area and/or Division Counsel objectives/ directives; evaluating employee performance; identifying developmental and training needs of staff; maintaining and supporting all aspects of a diverse workforce; and proposing and effecting disciplinary and other personnel-related actions. Support the LB&I client in its key priority programs, including planning strategies for resolving complex issues (e.g., industry issue resolution, issue practice groups, international practice networks, pre-filing programs, designations for litigation, global settlements, and published guidance). Participate with the Area Counsel and other LB&I Division Counsel managers in the development and implementation of strategic plans and goals for matters under the Area Counsel's jurisdiction. Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for this position of Supervisory General Attorney (Tax) (Deputy Area Counsel), you must meet the qualification requirements listed below by the closing of this announcement: Basic Requirements for Supervisory General Attorney (Tax) (Deputy Area Counsel): Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; GS-15 Experience Requirements: 1 year of general professional legal experience from any area of expertise; plus 3 year(s) of professional legal tax experience Professional Legal Tax Experience is defined as: (1) A thorough and comprehensive professional knowledge and understanding of Federal tax statutes and regulations pertaining to subchapter C corporations, subchapter S corporations, and partnerships; and (2) a thorough and comprehensive knowledge of litigation strategies and procedures, including the ability to apply sound judgment in developing and assessing settlement options/interests. At least one year of this experience must be equivalent to the work performed at the next lower grade/level position in the federal service (GS-14). Note: Only experience gained after Bar Admission may be credited as Professional Legal Experience. Education Substitution: An LL.M. degree in the field of the position (Taxation/Tax Law) may be substituted for the one year of the general legal experience listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-15: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
