This position is located at the Columbia, South Carolina Regional Benefits Office. The incumbent is assigned a variety of administrative and technical support duties in the Fiduciary Hub division.

Duties

Specific Duties are as follows: The incumbent is responsible for the care and maintenance of the Principal Guardianship Folder (PGF) and ensures that all pertinent records and documents are preserved and are neatly and orderly filed in chronological order in the correct compartment. Disposes of all redundant and non-record material after its initial purpose has been served. Determines the existence and location of the PGF. Consolidates or establishes new PGFs when necessary. Explains basic VA benefit programs and entitlement criteria to fiduciaries and custodians. Assists the fiduciaries with the completion of applications and forms. The incumbent is responsible for checking all forms and evidence submitted for completeness and accuracy and routing them to proper operating elements. If incomplete, assists visitor with the completion of the application or forms and advises visitor of additional information or documentation required. Must also provide general information relating to other federal, state, and municipal agencies. The incumbent conducts VOR reviews for the division. Analyzes work processes in the division and briefs management of findings. Develops productivity, timeliness and accuracy charts based on report of feedback data, and notifies division management of workload trends, areas of concern, and areas of significant achievement. Coordinates management meetings, prepares agenda, and participates in such meetings. Prepares information for quarterly briefings with the Director, and periodic briefings with division management. Prepares Systematic Analyses of Operations (SAO) annual schedules and monitors program to ensure timely reporting to upper management officials. Calendars hearings and provides support to the hearing officer position; maintains the division manager and assistant manager calendar; arranges conferences; prepares minutes for meetings; coordinates issues surrounding employee travel in the division, to include making reservations, obtaining airline tickets, and preparation of travel vouchers. Maintains 8IJ. Accurate record of division travel expenditures and quarterly travel budget. Explains basic VA benefit programs and entitlement criteria to fiduciaries and custodians. Assists the fiduciaries with the completion of applications and forms. The incumbent is responsible for checking all forms and evidence submitted for completeness and accuracy and routing them to proper operating elements. If incomplete, assists visitor with the completion of the application or forms and advises visitor of additional information or documentation required. Must also provide general information relating to other federal, state, and municipal agencies, Has a thorough understanding of the operation of FBS, VETSNET, MAPD, BDN, CAPRI, CEST, COVERS, VACOLS, PCGL, AMIE, SHARE, RBA 2000, Excel and WORD. Fully utilizes these systems to input and/or access information needed in connection with the duties of the position. Develops straightforward evidence in conjunction with -fiduciary claims. Assists the VSR, LIE, and Field Examiner, with the gathering of evidence for more complex cases. Reviews evidence received for completeness. Incumbent follows-up to ensure that requested information is received for development actions. When information has not been received, takes the necessary steps needed to obtain the required information. Utilizes VETSNET and MAPD development capabilities. When requested evidence is received, routes the information to the proper location. Reviewing the adequacy of documents received from other ROS, to include VA Form 21592, preparing correspondence regarding required evidence and benefits, responding to basic fiduciary correspondence, making direct deposit changes, address changes and name changes, answering telephone inquiries, assisting in the reconciliation of workload reports, ordering supplies, obtaining credit reports, and assisting with Walk in interviews. Creates and maintains PGF and/or electronic record, claims folder, files down material, and determines proper routing of folders. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024 Specialized Experience: You must have one year of specialized experience equivalent is defined as least the next lower grade in the normal line of progression for the occupation in the organization. To qualify for the GS-7 grade level: Applicants must have one year of specialized experience in the Federal service or equivalent public or private sector experience equivalent in difficulty and responsibility to the (GS-05) level in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: Maintaining controls of and preparing designated reports; preparing a variety of correspondence for individuals with various backgrounds and educational levels; assisting management with facilitating workflow between the unit and external organizations; ensuring adequate supplies are maintained within the division to support continuous operations; providing guidance and assistance on procedures, report requirements, deadlines and related matters to assure compliance with organizational policies; using a variety of computer software programs to produce and transmit documents, reports, and correspondence. OR Education Substitution: A bachelor's degree (in any field) or four (4) years of education above high school leading to a Bachelor's degree. OR Combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
