About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Ft Eisenhower , ARCYBER COM, serving as the VMWare Subject Matter Expert and Systems Administrator.

Duties

Utilize proven experience, technical knowledge and expertise for the design, testing and full implementation of both current and future Client / Server virtualization technologies. Perform all aspects of Active Directory Systems Administration duties such as establishment/denial of access rights, troubleshooting of user accounts, shares, printer, servers, event logs, and domain services. Responsible for the analysis and development of the integration, testing, operations and maintenance of all VDI systems security across multiple domain classifications within the ARCYBER HQ. Conceptualize, create procedures, design, and implement when feasible, solutions to mission critical problems and deficiencies for the organization's virtualized infrastructure. Develop, analyze, and define information technology (IT) systems security integration, testing, operations, and maintenance requirements for new enterprise applications and systems on the organization's intranet Develop, monitor, and analyze activities designed to ensure, protect, and restore IT systems, services, and capabilities for a major wide area network. Lead assigned project teams of IT Specialists and other automation experts formed to undertake advanced new software and hardware projects affecting broad areas of future operations or to resolve critical problems in existing systems. Perform duties as an action officer or project technical lead, responsible for timely and successful completion of assigned projects and tasks.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.
  • Position is designated as Information Assurance Technical (IAT) Level-II. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification and recertification for this position.
  • Personnel assigned to this position must obtain the appropriate certification within six months of being assigned.
  • The incumbent (or selectee) is required to satisfactorily complete the appropriate computing environment training and obtain the required certification applicable to the computing environment and baseline certification for IAT-II.
  • Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
  • For this position the minimum of Computing Environment Certification is the Windows Server Hybrid Administrator Associate Certification and/or equivalent.
  • In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • This is a mission essential position and is occupied by an agency designated emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
  • Lifting and moving computer equipment weighing up to 40 pounds.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized experience would be demonstrated by (1) Providing a wide range of virtual desktop delivery and storage technologies, networking, automation, computer techniques, requirements, methods, sources and procedures; (2) Recommending security solutions to resolve trends or problems; (3) Evaluating system compliance with IT cybersecurity requirements; (4) validating the effectiveness of cybersecurity vulnerability management, configuration or patch management processes; (5) Providing technical or administrative security guidance to members of an organization. Basic Requirement for IT Specialist (Systems Administration/ Operating Systems): Specialized and Other Experience: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
